Federal civilian career employees in competitive service positions and career appointees must pass the U.S. citizenship/naturalization test as a condition of employment and continued employment

New applicants must pass the full test with a 90% score; current employees have 1 year from enactment to take the test

Career employees must take an annual 20-question test (15 correct to pass); failing the annual test triggers a full re-test requiring 90% to pass

Employees may face disciplinary action up to removal for failing the full citizenship test

Office of Personnel Management, in consultation with USCIS, administers the testing program and must submit annual reports to Congress on compliance rates, test results, and disciplinary actions
