Eliminates the standard 5-month waiting period for Social Security disability benefits for individuals diagnosed with incurable terminal illnesses on the Compassionate Allowance list, with life expectancy of 5 years or less from diagnosis

Reduces monthly disability benefits to 93% of the standard amount for those who elect to receive immediate benefits without the waiting period; the election is irrevocable and must be made at time of application

Requires Congressional approval (enacted bill or joint resolution) before any new disease or medical condition can be added to the Compassionate Allowance Conditions list

Prohibits concurrent receipt of Social Security disability benefits and unemployment compensation, reducing disability benefits to zero for any month in which an individual also receives unemployment payments

Sets a minimum 10% threshold for overpayment collection from Social Security benefits when the Commissioner determines that 100% collection would defeat the purpose of the program
