Authorizes the President to declare an "invasion" at the U.S.-Mexico border under Article IV, Section 4 of the Constitution, with required notification to Congress within 7 days of issuing or terminating such declaration

Mandates suspension of physical entry for any alien who unlawfully enters or attempts to enter across the southern border during a declared invasion period

Bars aliens who unlawfully cross during a declared invasion from asylum, withholding of removal, parole, and other immigration relief that would permit remaining in the United States

Strips courts of jurisdiction to review determinations under the invasion provisions, except for claims of U.S. nationality

Grants the Secretary of Homeland Security authority to repel the invasion, detain and remove involved aliens, and deploy federal personnel and assets, with all authorities terminating upon presidential proclamation that the invasion has ended
