Federal agencies that use, fund, or oversee algorithms involving machine learning, AI, or natural language processing must establish civil rights offices staffed with experts and technologists focused on algorithmic bias and discrimination

Protected characteristics under the bill include race, color, ethnicity, national origin, religion, sex, disability, age, veteran status, genetic information, and any other federally protected classification

Civil rights offices must submit reports to Congress within 1 year of enactment and every 2 years thereafter detailing algorithmic risks, mitigation steps taken, stakeholder engagement activities, and legislative recommendations

The Assistant Attorney General for Civil Rights at the Department of Justice must establish an interagency working group on algorithms and civil rights within 1 year, with participation from all covered agency civil rights offices

Appropriations are authorized for each covered agency as necessary to implement the requirements
