Authorizes the Attorney General to provide monetary rewards for information leading to the arrest or conviction of individuals who offer bounties or payment for harming or killing U.S. law enforcement officers

Covers information leading to arrests/convictions for committing, conspiring, or attempting to commit bounty-related offenses against law enforcement, in any country

Extends reward eligibility to information that helps prevent or frustrate such bounty schemes before they result in harm

Amends Chapter 204 of title 18, U.S. Code (Section 3071), adding "offering of bounties" to the existing federal rewards framework for terrorism and espionage information
