Requires the Department of Homeland Security to implement a department-wide use of force policy mandating officers use only objectively reasonable force, issue verbal warnings when feasible, and prohibiting chokeholds and carotid restraints on non-compliant persons

Mandates initial and recurrent training for all DHS law enforcement officers on use of force tactics and deescalation techniques, with deescalation specified as the preferred approach

Requires each DHS component to designate a use of force compliance officer and maintain a review council to analyze incidents, identify trends, and develop policy recommendations

Directs DHS to publish semi-annual public reports on the department website detailing all use of force incidents causing injury, death, or involving deadly force, less-than-lethal devices, canines, or disabling fire against vessels or aircraft

Requires congressional briefing and public notification within 24 hours of any use of force incident resulting in hospitalization or death, and ongoing Inspector General review of policy compliance
