Prohibits downloading or using covered Chinese applications on federal government devices, with an exception for research or intelligence functions when authorized by agency heads

Requires agency heads to issue guidance within 270 days establishing cybersecurity safeguards and risk mitigation documentation for any approved exceptions

Directs the Office of Management and Budget, in consultation with DHS, DOD, and DNI, to create and update the list of covered applications every 180 days

Mandates removal of newly-identified covered applications from federal devices within 60 days of designation

Defines covered applications as those developed, owned, or controlled by entities headquartered in China, controlled by the Chinese government or Communist Party, or determined by the Secretary of Defense to pose national security risks due to Chinese influence
