Prohibits DHS from using the Mobile Fortify and Mobile Identify facial recognition applications except at official ports of entry for identification purposes

Bans DHS from sharing these facial recognition applications with any other federal, state, local, tribal, or territorial agencies

Requires removal of the applications from DHS information technology systems and remote deactivation of any copies downloaded on non-Department devices

Mandates immediate destruction of all images, photographs, and fingerprints of U.S. citizens captured through these applications before the new standards take effect

Requires biometric data of U.S. citizens collected at ports of entry to be destroyed within 12 hours of capture
