States and local governments must certify they do not charge the public any fees to view, access, or obtain copies of law enforcement camera footage in order to receive federal law enforcement grants

Covered footage includes body camera video, dash camera video, jail/prison/correctional facility surveillance footage, and any other relevant law enforcement agency footage

Entities that fail to provide this certification become ineligible for funding under the Byrne Justice Assistance Grant Program and the COPS grant program

The prohibition on fees extends to all related costs including court fees associated with obtaining footage
