Appropriates funds from the Treasury to pay federal employees, Armed Forces members, and covered contractors their standard compensation during any government shutdown, beginning fiscal year 2026 and continuing permanently thereafter

Requires agencies to pay employees within 7 days if a shutdown is ongoing at enactment, or on regular pay dates for future shutdowns, regardless of whether employees are furloughed or working

Covers all executive, legislative, and judicial branch employees, active duty military, reserve members performing duty, and contractors required to work during the lapse who were employed before the shutdown began

Terminates the automatic appropriations when regular or continuing appropriations are enacted, with expenditures charged to the applicable appropriation once passed

Prohibits transfer or reprogramming of these funds for any purpose other than employee and contractor pay, and requires covered employees and contractors to perform typical duties to the maximum extent practicable during the shutdown
