Amends Section 8(r) of the United States Housing Act of 1937 to change how Housing Choice Voucher portability works when families relocate

Requires the original public housing agency to continue providing tenant-based rental assistance when a family moves outside their jurisdiction, effective January 1, 2026

Creates a cost threshold exception: the original agency is not required to continue assistance if the new dwelling unit costs more than 10% above what the family's assistance cost in the original area
