Permanently authorizes the Agriculture Advanced Research and Development Authority (AGARDA) by removing its "pilot" designation and eliminating the sunset provision

Doubles authorized funding from $50 million to $100 million annually for fiscal years 2027 through 2032

Expands AGARDA's mission to include water conservation technologies, greenhouse gas reduction, and resilience to extreme weather, drought, and infectious diseases

Restructures leadership so the AGARDA Director reports directly to the Chief Scientist, with no other USDA program heads reporting to the Director

Allows the Secretary to use other available departmental funds for AGARDA but explicitly prohibits use of Commodity Credit Corporation funds
