Establishes a national food rescue system within USDA's Food and Nutrition Service to coordinate recovery, processing, transportation, and distribution of surplus and donated food to emergency feeding organizations and food-insecure communities

Creates a competitive grant program for food rescue organizations, which may partner with food banks, State/local/Tribal governments, logistics providers, and emergency food providers

Grants may fund food rescue operations including gleaning, transportation, cold-chain logistics, storage and repackaging infrastructure, technology platforms for real-time surplus food matching, and personnel/equipment costs

Grant applicants must provide estimated pounds of food to be recovered, households to be served, participating partners, budget, timeline, and delivery plans

Authorizes appropriations of "such sums as may be necessary" and requires coordination with existing Emergency Food Assistance Act programs and USDA food waste reduction efforts
