Eliminates the $1,000,000 annual cap on the Homeless Women Veterans and Homeless Veterans with Children Reintegration Grant Program beginning in fiscal year 2026

Increases funding authorization for the Grant Program for Homeless Veterans with Special Needs from a fixed $5,000,000 annually to unlimited appropriations starting in fiscal year 2026

Makes permanent several homeless veteran programs that previously had sunset dates, including general treatment for seriously mentally ill homeless veterans, housing assistance programs, and the Advisory Committee on Homeless Veterans

Removes the expiration date on VA authority to transfer real property for homeless veteran services under Section 8118(a) of title 38
