Authorizes USDA to exchange detailees with defense, national security, homeland security, law enforcement, and intelligence agencies to improve information sharing on food and agriculture vulnerabilities

Mandates biennial reports to Congress and the National Security Council assessing national security gaps in food and agriculture, including foreign state-owned enterprise influence, agricultural data control, foreign land acquisition, input shortages, supply chain disruptions, cybersecurity, and AI concerns

Requires reports to include policy recommendations and resource needs for addressing identified vulnerabilities, particularly regarding emerging technologies
