Amends the Lacey Act Amendments of 1981 to expand exemptions from captive wildlife restrictions for entities holding USDA Class B licenses and to include owners, executives, volunteers, veterinary assistants, veterinary technicians, and non-veterinary specialists as covered personnel

Removes snow leopard (Uncia uncia) and clouded leopard (Neofelis nebulosa), including hybrids, from the definition of "prohibited wildlife species" under the Act

Creates new exemption pathway allowing entities currently possessing prohibited wildlife species to register animals with U.S. Fish and Wildlife Service, provided they do not breed, acquire, sell, allow public contact, or publicly exhibit those species after registration

Permits qualifying zoos and exhibitors in compliance with existing requirements to import from and export to lawfully operating foreign entities

Establishes process for registered entities to cancel mistaken registrations by submitting evidence to USFWS demonstrating they qualified for other exemptions at the time of registration
