Bans federal funds from paying private entities on a per-person or bonus basis for locating individuals subject to civil immigration detainers

Exempts publicly available data analytics tools operated by federal contractors for administrative data management under direct government supervision, provided no field surveillance or personal contact occurs

Mandates the DHS Inspector General conduct an audit of all department contracts within 30 days of enactment to ensure compliance with these limitations
