Requires the Secretary of Defense to submit annual reports to Congress on joint counter-drone activities, progress in addressing unmanned system threats, and efforts to transition capabilities to U.S. and Israeli military forces

Directs enhanced cooperation between the U.S. and Israel on researching, developing, and fielding technologies to counter unmanned aerial vehicles, including loitering munitions and "suicide drones" originating from Iran

Mandates annual threat assessments of Iranian unmanned aerial systems capabilities and the adequacy of U.S. and Israeli anti-drone defenses to counter those threats

Designates the U.S.-Israel Operations-Technology Working Group as the central coordinating body for joint counter-unmanned systems development and information sharing
