Prohibits the Secretary of the Interior and Secretary of Agriculture from transferring publicly accessible federal land to non-federal entities, including land accessible by public road, trail, waterway, easement, or right-of-way

Extends transfer restrictions to federal land that is contiguous with publicly accessible tracts or with state, county, or municipal land that has public access

Exempts transfers of land under 300 acres (or under 5 acres if waterway-accessible) when authorized under the Federal Land Policy and Management Act of 1976

Preserves existing transfer authorities under specific laws including the Alaska Native Claims Settlement Act, Alaska Statehood Act, Southern Nevada Public Land Management Act, and Recreation and Public Purposes Act

Prohibits the Secretary from subdividing federal land to circumvent the acreage minimums required for exemptions
