Amends the Toxic Substances Control Act to require EPA to exempt replacement parts for complex durable goods and complex consumer goods designed before the publication date of any chemical regulation rule

Allows EPA to regulate replacement parts only if risk evaluation finds the replacement part alone contributes significantly to risk to the general population or susceptible subpopulations, supported by substantial evidence

Prohibits EPA from banning manufacture, processing, or import of chemical substances necessary for producing exempted replacement parts, while requiring procedures to limit such chemicals exclusively to replacement part manufacturers

Mandates a transition period of at least 10 years before any prohibition or restriction on replacement parts for complex durable goods takes effect

Makes technical corrections to definitions in Section 3 of the Toxic Substances Control Act
