Amends Section 319(a) of the Federal Election Campaign Act of 1971 (52 U.S.C. 30121(a)) to add a new prohibition on election-related foreign contributions

Makes it unlawful for any person to knowingly help or assist a foreign national in violating existing prohibitions on foreign contributions and donations in connection with U.S. elections

Applies to contributions and donations made on or after the date of the Act's enactment
