Removes the prohibition on combining HOMES rebate program and high-efficiency electric home rebate program funds with other federal grants and rebates, allowing households to stack multiple incentives for energy efficiency upgrades

Creates bonus rebates of up to 20% for electrification projects on homes built before January 1, 1970, with total rebates not to exceed the project cost

Authorizes State energy offices and Indian Tribes to administer the bonus rebates for older home upgrades through existing high-efficiency electric home rebate program grants

Requires the Secretary of Energy to submit annual reports to Congress beginning two years after enactment, including data on household participation, average energy savings, and recommendations for improving access for low-income and high-energy-burden households
