H.R. 7213 - Safeguarding Benefits for Americans Act of 2026

• Restricts all federal assistance benefits to verified U.S. citizens and nationals, requiring applicants to file a written declaration of citizenship under penalty of perjury and provide documentary proof of citizenship along with a photo ID

• Mandates verification of citizenship status through Social Security Administration records, Department of Homeland Security records, and the SAVE (Systematic Alien Verification for Entitlements) database

• Applies to any federal program where eligibility depends on income or resources, including all Social Security Act programs, but excludes tax-related provisions under the Internal Revenue Code

• Requires the Office of Management and Budget to issue verification procedures within 30 days of enactment, with eligibility determinations beginning 1 year after enactment and a 2-year deadline for all current recipients to satisfy citizenship requirements

• Disqualifies benefit providers who willfully and repeatedly furnish benefits to ineligible individuals, adding them to the List of Excluded Individuals/Entities until improper payments are recovered
