Establishes a 2-year lobbying ban for former members of state regulatory authorities, prohibiting them from appearing before, lobbying, or practicing before their former agency to influence decisions, gain non-public information, or render compensated services on matters before that authority

Amends the Public Utility Regulatory Policies Act of 1978 by adding a new federal standard (paragraph 22) that state regulatory authorities must consider adopting for electric utilities under their jurisdiction

Requires state regulatory authorities to begin consideration of the lobbying ban standard within 1 year of enactment and complete their determination within 2 years

Exempts states that have already implemented a comparable lobbying ban standard, conducted proceedings to consider one, or where the state legislature voted on implementation within the preceding 3 years
