• Requires the Director of OMB, in consultation with NIST, to implement within 90 days an AI-powered process to identify redundant or outdated regulations in the Code of Federal Regulations, with annual reviews thereafter.

• Mandates that AI systems used must meet NIST standards for accuracy, transparency, accountability, and national security risk.

• Regulations flagged by the AI system are referred to the responsible agency, which has 30 days to make a final determination on whether the regulation is redundant or outdated.

• Agencies must rescind redundant regulations or amend/rescind outdated regulations within 30 days of determination, bypassing standard Administrative Procedure Act notice-and-comment requirements.

• Amends 5 U.S.C. § 553(b) to exempt regulations identified through this AI review process from standard rulemaking procedures.
