Increases SBA loan guarantee participation to 90% for small businesses located in U.S. covered territories (such as Guam, Puerto Rico, U.S. Virgin Islands, American Samoa, and Northern Mariana Islands)

Amends Section 7(a)(2) of the Small Business Act to add new provisions specifically for "covered territory businesses" seeking deferred basis loan participation

Excludes certain loan types from the 90% guarantee, including loans under paragraphs (9), (14)(A), (16), (31), (34), and pilot programs under paragraph (25)
