Prohibits states from soliciting, receiving, or spending private entity funds, property, or services for administering federal elections, including voter education, outreach, and registration programs

Amends Title III of the Help America Vote Act of 2002 by adding a new Section 305 with these restrictions

Creates an exception allowing states to accept donated space from private entities for use as polling places or early voting sites

Applies to all federal elections held after the date of enactment
