H.R. 7231 - Lobbyist Loophole Closure Act

• Expands the definition of "lobbying activity" to include legislative, political, and strategic counseling services that support the preparation and planning of lobbying contacts

• Individuals who provide paid counseling services to direct or substantially influence another person's lobbying contact, and have knowledge that the contact was made, would be treated as having made the lobbying contact themselves

• Lowers the registration threshold from 20% to 10% of time spent on lobbying contacts for individuals to be required to register as lobbyists

• Amendments apply to lobbying contacts made on or after the date of enactment
