States with approved child welfare plans must submit annual lists to HHS by January 1 identifying private child placement agencies that are licensed/accredited, in good standing, and tax-exempt under 501(c)(3)

The U.S. Children's Bureau will compile and maintain a publicly available national list of licensed private child placement agencies based on state submissions

HHS must submit annual reports to Congress by December 31 containing the national list, identifying any licensed agencies not on the list, and specifying any state disciplinary actions taken against agencies

States that fail to comply with the list submission requirement lose eligibility for adoption and legal guardianship incentive payments under Section 473A of the Social Security Act

Amends Section 474 of the Social Security Act (42 U.S.C. 674) to add these new reporting requirements
