Caps rental rates for marinas operating under Army Corps of Engineers leases by excluding receipts from food, beverages, fuel, boats, and expensive boat-related items from gross receipts calculations, with a maximum 1% rate applied to those categories

Establishes a standardized administrative fee schedule across all Corps districts: up to $50,000 for major land disturbances or lease expansions of 100+ acres; up to $5,000 for moderate review activities; up to $1,000 for all other activities

Prohibits administrative fees for standard lease renewals, lease term extensions, or lease transfers/sales

Requires minimum lease terms of 50 years for initial leases or first renewals, and 25 years for subsequent renewals at water resource development projects

Prevents the Corps from requiring marina operators to pay employees above federal minimum wage as a lease condition, and mandates a final implementing rule within 1 year of enactment
