Restores state and local government authority to establish their own policies governing the receipt, use, and disclosure of immigration-related information by public institutions and employees

Does not prohibit states or localities from voluntarily communicating or cooperating with federal immigration authorities, nor does it limit the federal government's authority to enforce immigration laws through its own resources

Cites Supreme Court anti-commandeering precedent (New York v. United States, Printz v. United States, Murphy v. NCAA) as constitutional justification for the repeal
