Amends the Santini-Burton Act to recognize the Lake Tahoe Basin as the homeland of the Washoe Tribe of Nevada and California, which currently owns less than 0.5% of land in the Basin

Authorizes the Forest Service to transfer land unsuitable for National Forest System management to the Washoe Tribe of Nevada and California, in addition to existing authority to transfer to local governments

Allows funds appropriated for land acquisition under the Act to be used for land management activities including forest health maintenance, wildfire prevention, water quality protection, and cultural site preservation within the Lake Tahoe Basin Management Unit

Requires the Forest Supervisor of the Lake Tahoe Basin Management Unit to develop an annual spending plan by March 15 in consultation with the Tahoe Regional Planning Agency, California, Nevada, the Washoe Tribe, and local governments

Permits direct transfer of funds to the Washoe Tribe to acquire and manage land of cultural significance in the Lake Tahoe Basin for preservation, access, and land management purposes
