Amends Section 3523(b)(3) of title 5, United States Code to increase the maximum voluntary separation incentive payment (VSIP) for federal employees

Raises the payment cap to up to 6 months' pay at the rate received immediately before separation, with the amount determined by the agency head

Payment calculations would follow the same methodology used for total severance pay limits under section 5595(c)
