Amends the Energy Policy and Conservation Act to require State energy security plans to address the physical security, cybersecurity, and resilience of local distribution systems (energy infrastructure at 100 kilovolts or less)

Expands required hazard assessments to include physical attacks on local distribution systems, supply chain risks for electricity generation and transmission equipment, and cybersecurity vulnerabilities that may impact the bulk-power system

Requires State energy security plans to include risk mitigation approaches for enhancing reliability and end-use resilience, including methods for responding to, mitigating, and recovering from identified hazards

Extends the authorization deadline for State Energy Security Plan grants from 2025 to 2030

Clarifies that State energy security plan submissions do not require approval by the Secretary of Energy
