Amends the Department of Energy Organization Act to formally assign energy emergency and security functions to an Assistant Secretary, including responsibilities for infrastructure security, resilience, emerging threats, cybersecurity, supply management, and emergency planning, coordination, response, and restoration

Authorizes the Department of Energy to provide technical assistance and support to state, local, and Tribal governments, as well as energy sector entities, upon request, to protect against, detect, and respond to energy security threats, risks, and incidents

Requires the Secretary of Energy to coordinate the new energy emergency functions with other relevant federal agencies
