Secretary of Education authorized to make payments to State educational agencies for immediate services and assistance to local educational agencies and non-public schools in areas with declared major disasters or emergencies under the Stafford Act or state law

Priority given to schools closed for 30 or more days due to a disaster; funding amounts based on student enrollment from the preceding school year

Funds may be used for data recovery, IT systems replacement, transportation, mobile educational units, instructional materials, curriculum development, facility repairs, and support services—but not construction or major renovation

Non-public schools must receive a proportional share of funds based on their enrollment relative to total state enrollment; services must be secular, neutral, and nonideological

Authorizes $200,000,000 annually for fiscal years 2026 through 2030, with funds remaining available until expended
