Amends the Agricultural Credit Act of 1978 to authorize the Secretary of Agriculture to restore vegetative cover, hydrological functions, and other values on land subject to floodplain easements

Grants authority to monitor, maintain, and enhance restoration measures on floodplain easement lands on an ongoing basis

Allows the Secretary to enter into contracts with landowners and agreements with States, nongovernmental organizations, and Indian Tribes to carry out restoration and maintenance activities

Permits compatible economic uses on easement lands, including hunting, fishing, managed timber harvest, water management, and periodic haying or grazing, if consistent with long-term floodplain protection

Authorizes restoration measures that exceed the minimum needed to address immediate watershed impairment when determined to be in the best interest of long-term watershed health and protection from repetitive damage
