Reauthorizes the Rural and Municipal Utility Advanced Cybersecurity Grant and Technical Assistance Program under the Infrastructure Investment and Jobs Act to help electric utilities protect against, detect, respond to, and recover from cybersecurity threats

Authorizes $250,000,000 in appropriations for fiscal years 2026 through 2030

Eligible entities include rural electric cooperatives, municipally-owned utilities, utilities owned by political subdivisions of states, not-for-profits partnering with at least 6 qualifying utilities, and investor-owned utilities selling less than 4,000,000 megawatt hours annually

Prioritizes funding for entities with limited cybersecurity resources, those owning assets critical to bulk-power system reliability, or those operating defense critical electric infrastructure

Exempts information shared under the program from disclosure under the Freedom of Information Act and state/local open records laws
