Amends title 38, United States Code to add "produce prescriptions" as an authorized VA medical service for veterans

Eligibility requires veterans to have both a diet-related chronic condition and be food-insecure

Benefits may be provided directly by the VA Secretary or through referrals to other programs

Produce prescriptions can take the form of vouchers or debit cards for purchasing fruits and vegetables
