States and local governments receiving Byrne JAG program funds must comply with reporting requirements or face up to 10% reduction in Byrne JAG and "Cops on the Beat" program funding

Directs the Attorney General to create a public, searchable database on the DOJ website containing all reported misconduct settlement data, excluding personally identifiable officer information

Requires GAO to conduct a study after 2 years of data collection analyzing leading causes of settlements, total amounts spent by jurisdiction, and recommendations for reducing misconduct
