Amends 42 U.S.C. 1983 to reform qualified immunity standards specifically for officers and agents of U.S. Immigration and Customs Enforcement (ICE) and U.S. Customs and Border Protection (CBP) engaged in law enforcement activities

Eliminates qualified immunity entirely for ICE and CBP officers in cases where the alleged facts would constitute excessive force in violation of the 4th Amendment

For all other cases involving ICE and CBP officers, qualified immunity is only available if the officer's conduct was consistent with clearly established constitutional rights and laws at the time of the action

Requires courts to first determine whether a constitutional violation occurred before evaluating whether the rights were clearly established at the time of the conduct
