Secretary of the Interior must conduct a feasibility study on constructing a water supply project from the Missouri River to the Western Dakota Regional Water System for municipal, rural, and industrial use

Non-federal cost share for any future construction must be at least 25% of total construction costs, determined by financial capability analysis

Federal share of the feasibility study costs capped at 50%, with the Secretary entering a cost-sharing agreement with Western Dakota Regional Water System, Inc.

$10,000,000 authorized for appropriations to carry out the feasibility study

Authority under this section expires 10 years after enactment; feasibility report must be submitted to Senate Energy and Natural Resources Committee and House Natural Resources Committee
