Establishes the Advisory Committee on Training in Community Health Centers within the Department of Health and Human Services to advise the Secretary on policy, program development, and training activities at community health centers

Committee composed of 15 voting members appointed by the Secretary for 3-year terms, with at least 75% having health professional experience and at least 1 member required to be a community health center patient

Federal employees are ineligible to serve as voting members; non-voting representatives from agencies including CMS, HRSA, and Veterans Health Administration may be appointed

Committee must meet at least twice annually, publish meeting agendas 14 days in advance, develop performance measures for training programs, and publish guidelines for longitudinal evaluations

Requires annual reports to Congress beginning 3 years after enactment, with findings and recommendations on training activities and appropriations submitted to the House Energy and Commerce Committee and Senate HELP Committee
