Establishes the Digital Literacy and Equity Commission to study the state of digital and information literacy in the United States, with particular focus on low-income and disadvantaged areas

Commission membership includes representatives from Commerce, FCC, Education, HHS, HUD, Institute of Museum and Library Services, plus 3 members appointed by the Chairperson and up to 5 additional members appointed by the President

Secretary of Education serves as Commission Chairperson; first meeting required within 90 days of enactment, with subsequent meetings at least every 4 months; all meetings open to the public

Commission must submit a report to Congress within 2 years containing study results, recommendations for improving digital literacy through early education and community outreach, a proposed method to measure digital literacy nationally, and a plan for interagency coordination

Defines "disadvantaged area" as communities with annual median household income below 80% of statewide median; defines "digital literacy" as ability to use technology to find, evaluate, create, and communicate information
