Prohibits candidate campaign committees and leadership PACs from directly or indirectly compensating the spouse of a candidate or federal officeholder for services provided to the committee

Requires campaign committees to disclose all payments made to the spouse and immediate family members of the candidate in FEC reports

Defines immediate family members as sons, daughters, in-laws, parents, siblings, and grandchildren of the candidate

Imposes penalties directly on the candidate or officeholder (rather than the committee) if they knew of a violation, and prohibits the committee from reimbursing the candidate for any penalties paid

Applies to compensation and payments made on or after the date of enactment; amends the Federal Election Campaign Act of 1971
