Requires each federal law enforcement agency to establish investigation protocols for any use of deadly force by its officers, with all collected evidence shared with state and local authorities

Mandates Inspector General review of all deadly force investigations not conducted by the IG, verifying thoroughness, protocol compliance, and evidence support, with wrongdoing referred for disciplinary action or prosecution

Directs the Council of Inspectors General on Integrity and Efficiency to create uniform government-wide reporting methodology and investigation guidelines for deadly force incidents

Requires quarterly reports to congressional oversight committees and the Comptroller General detailing all deadly force incidents, including demographics of officers and targets, date/time/location, alleged criminal activity, type of force used, agency explanation, and non-lethal efforts attempted

Prohibits public release of personally identifiable information about officers, targets, or other individuals involved, with limited exceptions for compliance, litigation, and individual access to their own records
