Expands USDA Inspector General authority to investigate cyber-enabled SNAP benefit theft including skimming, cloning, and phishing, with power to issue subpoenas, execute warrants, and coordinate with DOJ, FBI, DHS, and Secret Service

Creates civil penalty equal to twice the value of stolen benefits for anyone who knowingly accesses, uses, or transfers SNAP benefits without authorization, with recovered funds used to reimburse victims

Requires states to provide user interfaces (web portals, mobile apps, text/voice options) allowing households to receive transaction alerts, access 12 months of transaction history, freeze/unfreeze accounts, and report fraud

Mandates retail food stores have chip-enabled payment terminals as a condition of SNAP participation, and requires replacement EBT cards be delivered within 3 business days with no fees charged for cards replaced due to malfunction, fraud, or required technology upgrades
