Amends Section 127(m)(2) of title 23 to clarify that heavy-duty tow and recovery vehicles may transport wrecked or disabled vehicles to the nearest appropriate repair facility or other location as directed by an agency with jurisdiction

Changes weight measurement terminology from "gross vehicle weight" to "combined gross vehicle weight rating" for covered tow vehicles

Adds requirements that covered tow vehicles must travel within a single state and have axle weights and configurations that can safely operate on highway bridges as determined by the transportation agency

Prohibits states from imposing overall length limits on vehicle combinations being transported by heavy-duty tow vehicles if the disabled vehicles were in compliance with length limits at the time of the wreck

Prohibits states from limiting the number of vehicles transported by a heavy-duty tow vehicle if the disabled vehicle combination was compliant with applicable limits when originally wrecked or disabled
