HUD Secretary, in consultation with the Department of Energy and EPA, must conduct a grant competition for developing or rehabilitating single- and multi-family homes for households earning no more than 50% of area median income

Eligible grant recipients include academic organizations, nonprofit organizations, and for-profit or nonprofit mission-driven developers, with grants awarded upon completion of pre-determined housing construction targets

Projects must focus on reducing development costs, increasing resiliency, energy efficiency, and accessibility for individuals with disabilities, with priority given to areas with severe affordable housing shortages

HUD must study the short- and long-term savings from resiliency and energy efficiency measures implemented in funded homes

Secretary must submit a report to Congress within 2 years describing projects funded, number and price of affordable homes built, and study results
