Prohibits Senators from using Senators' Official Personnel and Office Expense Account funds for vehicle purchases or leases unless the same union-made, U.S.-assembled requirements are met

Defines "final assembly place" using the existing definition in section 32304 of title 49, United States Code

Effective date for both House and Senate restrictions is October 1, 2026
